This is the time for members of the public to present issues of concern or interest to the Board.  All issues requiring further research will be forwarded to the appropriate staff for response at a later time.  Each speaker will be limited to a maximum of three (3) minutes, and the format shall be limited to presentation only.  The Board will not engage with any speaker during this Public Comment period. Personal attacks and disagreements, personnel and employment matters, the use of profanity or ethnic, racial or gender-oriented slurs are prohibited, as is any "disorderly conduct" which violates State or Local law and shall not be permitted. If an individual disregards these rules, they will be asked to leave the Commissioner's Meeting Room.

Consideration and possible award of the bid and contract for the Shavano Gateway Recreation Area Phase I Project to Kuboske Construction, LLC for a total cost of $76,916.94.  Kuboske Construction, LLC was the lowest responsible, responsive bid, as reviewed by Counsel.

COUNTY TREASURER

Consideration and possible adoption of RESOLUTION NO. _______-2023 regarding the cancellation of noncollectable property taxes.  Property taxes that are delinquent and have been determined by the Treasurer to be noncollectable should be purged from the tax roll to give an accurate accounting of outstanding taxes. This list contains property tax accounts that have been eliminated from the Assessor's records.

Consideration and possible ratification of the Chair's signature on a Site Development Declaration of Covenants Agreement for the Justice Center Subdivision with the City of Montrose.

Consideration and possible authorization of the Chair's signature on change order #011 to contract #2022-143, Administration building renovation project, for a replacement CT cabinet required by DMEA to support the upgraded electrical service, in the amount of $1,052.50 to Stryker & Company, Inc. With approval of this change order, the contract amount will be $3,175,292.64. This item is an unbudgeted 2023 expense.

Consideration and possible action on the annual Core Services Purchase of Service Agreement with Lisa Boffa, PLLC to provide Mental Health Services, effective September 6, 2023 through May 31, 2024, as reviewed by Counsel; this represents a budgeted reimbursed expense, not covered by Medicaid, in the amount of $300 per hour not to exceed available funding of approximately $500,000 per fiscal year.

PUBLIC WORKS

Consideration and possible authorization of the Chair's signature on the contract to purchase a 12 foot by 12 foot reinforced concrete box culvert from Rinker Materials of Grand Junction in the amount of $159,165.00. The box culvert will replace an 8-foot diameter corrugated metal pipe culvert (C-1764) that has failed. Due to the size of the box culvert, the County will bid the installation.

PUBLIC WORKS

Consideration and possible adoption of RESOLUTION NO.          -2023 to post speed limits on the recently paved Gunnison Road from South River Road east to Highway 50. This section of Gunnison Road currently does not have a posted speed limit. The proposed speed limits are based on speed studies, topography, and ball-bank indicator tests performed on the horizontal curves.
